China digital advertising is infrastructure, not one media channel

China's State Administration for Market Regulation reported RMB 2.05021 trillion in advertising business revenue for 2025, up 32.6% year on year. Internet advertising business revenue was RMB 1.35743 trillion, or 66.2% of the total, while internet advertising publishing represented 89.1% of revenue across media advertising publishing. These figures make China digital advertising a central commercial system, but they do not mean every brand should buy every platform.

For a foreign company, the useful question is which Chinese buyer signal the campaign must capture. A China marketing agency should translate the market data into a platform role, a measurable conversion, account readiness and a sales follow-up process.

Large connected audiences create several different buying environments

CNNIC reported 1.125 billion internet users and 80.1% internet penetration at the end of 2025. This scale contains search demand, social discovery, private-domain communication, short-video consumption and commerce. A China advertising agency therefore needs to separate active intent from discovery and nurturing.

Platform disclosures show why one “China ads” plan is insufficient

Baidu reported RMB 9.8 billion in AI-native marketing services revenue for 2025, up 301%, while its legacy business still included traditional advertising across Search and Feed. Tencent reported RMB 145.0 billion in 2025 Marketing Services revenue, up 19%, driven by pricing, impressions, AI-powered targeting and closed-loop ads. These company disclosures use different definitions, so their revenue numbers should not be compared as market share.

The operational implication is more useful than the ranking: Baidu Ads can capture explicit query intent; WeChat Ads can connect media with native accounts, Mini Programs and Video Accounts; Douyin Ads can combine video, search, lead forms and commerce; REDnote Ads can support product seeding, lead collection and consideration. Platform selection must follow the buyer journey and evidence requirement.

What foreign companies should require from a China advertising agency

  • A platform recommendation tied to buyer behavior—not a generic list of media.
  • Account, license, destination and creative readiness checked before budget commitment.
  • Separate reporting for impressions, clicks, raw contacts, qualified leads, opportunities and revenue.
  • Search terms, country, landing page and offline sales outcomes preserved where available.
  • A test budget with stop, change and scale criteria.

For China B2B marketing, active search demand and qualified sales feedback usually deserve more weight than low-cost raw contacts. For consumer and lifestyle categories, content depth and creator or social proof may be essential before paid distribution can work.
