China advertising agency cost is not one number. A foreign company may pay for market research, account preparation, Chinese keyword or audience planning, creative localization, landing pages, media spend, campaign management and lead-quality reporting.
A useful budget comparison separates agency fees from money paid to Baidu, WeChat, Douyin, REDnote or other media. It also defines what the agency will deliver, what the client must provide and which business result will be used to judge the test.
Separate service fees from media spend
Media spend buys distribution from the platform. Agency fees pay for people and systems that make the campaign usable: research, account coordination, Chinese copy, creative adaptation, tracking, optimization and reporting. Combining both into one unexplained price makes proposals difficult to compare.
Ask every China advertising agency to show the media budget, one-time setup, recurring management, production expenses and third-party costs separately. Confirm whether tax, platform deposits, creator fees, landing pages and translation are included.
| Budget component | What it covers | What to confirm |
|---|---|---|
| Media spend | Clicks, impressions, views or platform delivery | Account owner, currency, deposits and spend evidence |
| Setup | Research, account readiness, tracking and launch build | Deliverables, approval dependencies and revision limits |
| Management | Optimization, reporting and operational coordination | Cadence, platforms, campaign count and response time |
| Content and creative | Chinese copy, design, video or creator assets | Usage rights, formats, quantities and approvals |
| Landing page | Chinese buyer information and conversion path | Hosting, analytics, form handling and ownership |
Choose a pricing model that matches the work
Common structures include a fixed monthly fee, project fee, percentage of media spend or a hybrid model. Percentage pricing can be simple for large media programs, while a fixed fee may better reflect the workload of a focused B2B campaign with modest spend but complex Chinese content.
Performance-only pricing is rarely meaningful unless the company, agency and sales team agree on conversion definitions, data access, response responsibilities, sales cycle and factors outside advertising. A cheap form submission is not automatically a qualified opportunity.
Budget for the buyer journey, not only the platform
Advertising in China cost should include the steps after the click. If a Chinese buyer reaches an English-only page, receives no timely reply or must join an immediate English video call, additional media spend may only produce more lost demand.
For B2B campaigns, budget may need Chinese technical content, a focused landing page and written lead qualification. Consumer brands may need more creative variations, product samples, creator activity, store readiness and a larger volume of conversion data.
Compare proposals using one commercial scorecard
Compare platform fit, account eligibility, localization method, tracking, reporting access, lead qualification and scope boundaries before comparing the final price. The lowest management fee can become expensive if it excludes the work needed to create usable evidence.
The scorecard should also identify who owns advertising accounts, creative files, landing pages, audience data and historical campaign information. These assets affect the cost and speed of changing suppliers later.

Start with a controlled test budget
A first budget should be large enough to test a defined buyer, message and conversion path, but not so broad that weak assumptions are scaled before they are understood. The correct amount depends on platform minimums, competition, category, sales value and the volume needed to learn.
PPCOps scopes China advertising services after reviewing the company, target audience, platform feasibility, available Chinese assets and commercial goal. We do not guarantee media approval, lead volume or sales.
Frequently asked questions
How much does a China advertising agency charge?
Pricing depends on platform, scope, media budget, content, landing pages, tracking and reporting. Request a separated service and media budget.
Is media spend included in the agency fee?
It may or may not be. The proposal should state this clearly and show how spend is verified.
Should a foreign company start with every China platform?
Usually no. Start with the channels most likely to test the target buyer and commercial assumption.
